To Our Valued Customers and Distribution Partners -

As you know, we at ITW Thermal Films (ITWTF) have been involved in a trade litigation matter - an antidumping case - brought by IIMAK concerning our TTR. We are very pleased to inform you that the Commerce Department released a favorable preliminary decision for ITWTF. Commerce has preliminarily found our TTR pricing to be fair and, as a consequence, ITWTF will not be required to deposit any antidumping duties on our imports of TTR jumbo rolls from Korea.

Commerce issued separate preliminary decisions for TTR imports from Japan and France. Because the French and Japanese importers declined to participate in the Commerce investigations, Commerce ruled against them and, consequently, TTR imports from those countries will now be subject to antidumping duty deposit requirements.

We still have a lot of hard work to do in this case. The International Trade Commission will undertake its final investigation of whether imports of TTR from all three countries are harming U.S. producers beginning in early 2004.

We are naturally delighted with Commerce's preliminary results, and we will do our best to demonstrate our fair trading practices for purposes of the Commerce and ITC final decisions. While we continue to work hard in this case to fight IIMAK's claims, and after this investigation concludes, please know that our primary objective will always be to serve our customers and distribution partners with the highest quality products, service and fair pricing.
